Leave it to a gentle bird to raise the hackles of Spartanburg City Council members.
A possible amendment to the city’s Animal Control Ordinance regarding allowing city residents the ability to own as many as six chickens got council members feathers ruffled and tempers flaring.
Speaking to council City Manager Ed Memmott stated the proposed amendment would allow city residents to own as many as six hens provided they were at least 25 feet from the property line and 50 feet from the nearest residential property.
To have hens it would require the homeowner to get a permit that would first allow animal control to view the location before the permit is issued. Permits would be on an annual basis and subject to any changes future councils would implement.
Memmott said the proposal was there for council discussion and “the purpose tonight was to provide some specifics for council and staff will take whatever is directed by council.”
Councilman Joe Spigner asked what prompted the proposed change.
Memmott replied a citizen inquired about it and that other cities have addressed the issue.
Spigner then questioned what would stop another citizen to request to raise beagles or show rabbits. Spigner asked, “Are we going to change this ordinance every time someone comes forward?”
That led Councilwoman Linda Dogan to tell Memmott “it would have been easier to tell the doctor (Dr. Brian Rothemich who made the request) we already have an ordinance in place.”
