Fee per bird still cooking

There might not be a chicken in every pot in the city of Spartanburg but there soon may be a chicken in every yard if a citizen so desires after Spartanburg City Council voted to amend its 2009 animal ordinance during Monday’s city council meeting.
Council voted 6-1 with Joe Spigner the lone nay vote, on first reading, to pass an ordinance to allow up to six hens on a city resident’s property.
The motion introduced by councilwoman Linda Dogan was contingent upon council looking at a $5 per bird fee that would likely go into effect on July 1, 2012.
The vote came after a public hearing that saw pro-chicken speakers outnumber anti-chicken speakers 9 to 1.
Council will require a second reading before the measure is approved.
City Manager Ed Memmott said it would be appropriate for council to discuss possible fees during its budget sessions in May, and the public would have an opportunity to speak for or against fees at that time.
