County Council Briefed on Capital Projects

The Spartanburg County Council received an update on the progress of various capital improvement projects begun in the first quarter of the fiscal year that began July 1 during the council’s monthly meeting Monday afternoon.
Program Evaluation Manager Cole Alverson and county engineer Ron Kirby briefed the council on the projects undertaken so far this year. Those projects either completed, nearing completion or begun in the first quarter are:
• the replacement of the Zimmerman Road bridge near the county landfill in Wellford. The project was completed in late July.
• improvements to drainage along Edgecombe Road on the East Side to more effectively accommodate storm water runoff. This project involved the installation of a 42” concrete drainage pipe along Edgecombe Road. Alverson reported this project is nearing completion.
•the replacement of the Brockman McClimon bridge over the Enoree River. The original bridge was built in the 1930s and has been flooded numerous times in the intervening years. Kirby reported the new bridge is be 11 feet higher than the old bridge and thus out of the flood zone. The bridge deck has been installed and the project is expected to wrap up within a month, Kirby said.
• the construction of a bridge on Dairy Ridge Road. This project was recently begun, but the weather in recent weeks has caused some delays.
Kirby also reported that countywide asphalt resurfacing projects are moving forward and are expected to be completed by Nov. 15. The methane extraction system at the county landfill in Wellford is now under construction. Kirby explained that during the second quarter the administration plans to award contracts and begin construction on the pipeline and gas treatment system at the landfill, initiate projects to be funded with Hospitality COPs and general obligation bond proceeds, and begin technology projects including network infrastructure, server replacement and desktop and portable computer replacement.
Kirby also advised the council that the administrative staff is beginning to prepare the 2011-2015 capital improvement plan.
In other business, the council gave initial approval for an ordinance authorizing the administration to explore loan financing through the state for the cleanup of the Victor Mill site in Greer. Assistant County Administrator Chris Story explained that the administration anticipated that once the property was cleaned up and reclaimed for redevelopment, the county should be able to recoup its cleanup expenses. He said that any redevelopment of the property would be impossible without the county taking the initiative and moving forward with the cleanup.
