SCDC still struggling with overcrowding

Second only to reining in the county parks department, Spartanburg County Council has set a priority in finding solutions to the overcrowding and staffing issues at Spartanburg County Detention Center (SCDC) as the county contemplates the new fiscal year starting in July.
County Administrator Glenn Breed said the issues of overcrowding and staffing have been vexing staff and council for a long time and that no easy answers have been found.
“We’ve been talking about our expenses at the jail for a long time,” Breed said. “That’s all well and good, but you still have to staff it.”
He added that for the overcrowding problem the local judges have done a decent job of moving cases and the home detention program has eased things somewhat, but the issue of staff recruitment and retention tends to exacerbate the problem.
He said the state has cited the county several times for failing to maintain minimum staffing and housing standards but the reason the state has not come down hard on the county is it is facing many of the same problems that vex Spartanburg County’s detention center.
